Description This is the fifth wave of the tracking surveys aimed at gathering data to inform programme improvement and scaling up. The three data sets gathered in 2002, 2004, 2005, and 2006. Given that previous evaluations have confirmed the effectiveness of PEP interventions the main objective of the current evaluation is to assess whether behaviour change observed after the conclusion of intensive interventions has been maintained. The analysis is presented at two levels: 1. Analysis at the intervention sites where interventions began in 2003 and ended in 2004. Here the key question is whether behaviour change observed in 2004 has been maintained well into 2006, two years after exit. 2. Analysis at the control sites and the scale up sites where interventions began in 2004 and ended in 2005. We intend to find out the level of behaviour maintenance a year after formal exit.
