Description This study aimed at gathering information on the barriers and motivators for completing HIV care referral among newly diagnosed HIV-positive New Start clients that have agreed to be referred for HV care services. Twenty-eight HIV-positive clients tested and diagnosed by New Start in Maseru (static) and Leribe (outreach) were purposively selected to participate in the study by New Start Referral Co-ordinators (RCs). There were 4 HTC counselors (2 female, 2 male) randomly sampled for this study. Two were identified from the New Start mobile outreach from Leribe and two were identified from the New Start static site in Maseru. There were 4 referral point providers that were selected (2 in Maseru
& 2 in Leribe). The point providers were selected based on those that are mainly used for referral by New Start. The referral point providers were those who specifically deliver initial HIV care services.
